Why this band is small
There is no commercial reason to sit at two hours. A cashier that has built a release engine will use it and land in the sixty minute band. A cashier that has not built one will queue the request against a daily sweep and land in the same-day band. Two hours is what you get when a desk works continuously without automation, and that costs staff.
So the tier is thin by nature. It is not a gap in the market. It is a gap in the economics of running one.
What it looks like from your side
You submit, you get a pending state, and the pending state resolves inside an afternoon. No email asking for a utility bill, no second message asking for a clearer photograph of the same utility bill, no reversal window quietly counting down while you decide whether to cancel it and put it back through the reels.
That last one is the reason the band matters more than the raw hours suggest. A withdrawal you can still cancel is a withdrawal that can be gambled back. Four hours of pending is four hours of that temptation. Three days is three days of it.
