Cashback is not a promotion. It is a shape: credit that arrives with little or nothing standing in front of it. This page holds the offers in our set that already have that shape, whatever the marketing calls them.
Below about fifteen times, an offer stops being a target and starts being a rebate. The turnover is small enough that ordinary play clears it, the credit survives normal variance, and the arithmetic no longer requires a spreadsheet.
Above forty times the opposite is true. The required turnover is large enough that expected loss over the course of clearing it usually exceeds the credit, which means the offer is a reason to play rather than a thing of value.
So this cut is drawn on the multiplier rather than on a word. A ten percent weekly rebate and a twelve times match are the same product wearing different labels, and the multiplier is what tells you which one you are holding.

The arithmetic that makes low multipliers different
Take C$100 of credit at 10x. That is C$1,000 of turnover, which at a typical house edge costs about C$40 in expected loss. The credit is worth more than the cost of clearing it, comfortably.
Now take the same C$100 at 40x. C$4,000 of turnover, about C$160 in expected loss. The offer is now a bill rather than a gift, and no amount of good fortune changes what it costs on average.
Somewhere between those two sits the break-even, and where exactly depends on the return of the games you clear it on. Fifteen times is a conservative line and it is the one this page uses.
Where genuine rebates show up
Live tables and sportsbooks, mostly. A book offering a percentage back on losses over a period is doing exactly what a low-multiplier credit does, and it usually returns it as cash rather than as a bonus balance.
Loyalty schemes are the other place. A points programme converting turnover into credit at a fixed rate is a rebate with a slower clock, and its rate is the number to compare rather than its tier names.

Is cashback better than a deposit match?
Per dollar, usually by a wide margin. A match at forty times costs more in expected loss to clear than the credit is worth. A rebate at ten times does not.
Do rebates count toward wagering?
Where the rebate is paid as cash, there is nothing to clear. Where it is paid as bonus credit, it carries its own multiplier and should be read as a small match rather than as money back.
